u can alwayz/most times recognize where sum1 is from..and etc. and to say nigga in the way you mentioned in ur post. Also, this is my real answer to your post; Where I live there is mostly albanians,arabians,africans (mostly from somalia,ghana) and I have a mix of them all except a ghanian friend . Anyway, sometimes my mouth slips too much and I end up shouting" you fucking arab" to my friend or he says to me fucking albanian etc. And where I live, there are bound to be some arabs/albanian near you. But they've never said something like; wtf you said? But if a swede would say that he'd get his ass beaten.
