She shouldn't be allowed. It is a tragedy, but the man must have consent as well. If he doesn't want to have a child with that woman, then there is no reason why he should be forced too.

Does it really matter that, from a purely biological perspective, he would be the child's father? Obviously he wouldn't have any legal (or, hypothetically, moral) obligations towards the child.

I suppose it's his sperm in there, and he should get to choose what happens to it. I just don't see why anyone would deny her this, other than out of spite.
