"..." is supposed to indicate that the sentence is not done. either it's to be continued, or you're supposed to read more into it. furthermore, whenever you ask someone an opinion on something and they say "its pretty cool..." it sounds so forced and fake.

I use it basically to just add a greater pause to a sentence/thought...usually just do it like this when a sentence isn't complete, but I cant think of what else to say yet. I also use it when Im pissed off...kind of as a way to say something sarcastically through text.

Well then that's not an ellipsis. That would be aposiopesis. An ellipsis would be my use of [...] in the above, to show that I've omitted part of your post.
