that there needs to be verified and if not undisputable then at least very strong evidence against the nation that war is waged against is indeed a threat. Speculation doesn't quite cut it IMO.
UNSC 1441 gave Saddam a last chance to disarm all the weapons that violated previous weapons resolutions by December 2002. Saddam was still dismantling Al Samoud missiles that violated those resolutions in March, 2003.
Iraq had banned weapons. To date, nobody can claim Iraq had weapons of mass destruction. At the same time, Iraq was a threat to reconstitute its weapons programs at any time.
The irony now is that even if Iraq had started to reconstitute its weapons programs, their sphere of influence/power would have been balanced and/or checked by Iran's ever-increasing power and influence. Those two nations would probably be racing each other for weapons.
