Jokerman, they're paid to protect & serve regardless if some of the public (who aren't getting paid to put their lives on the line), are co operative or not. Then again, maybe people would be a bit more co operative if they felt the police in the area were actually going to protect them from retaliation.
As for your second post, half the owners can barely speak English & they looked dumbstruck when I saw it occur first hand. Also, I've never witnessed the police do this to native citizens.
Besides that, the police should refuse freebies as it's not ethical, it could be percieved as resembling a protection racket like, whoever gives them freebies gets preferential treatment.
So if offered, the police should be like, 'appreciate the offer but we can't accept this'.
