a fatawa is somthing issued by an Islamic scholar now i could be wrong but i have never heard it as a decleration of war but an example of a fatawa is say i go to the local Islamic scholar an say "the local halal food market is selling pork" then he woudl issue a fatawa (a decree) saying that the sale of pork in a place that is suppose to sell halal food is haraam. There were a few things i noticed in that article of Osama Bin Laden that were a lil off an not accurate. Peace
