Tried it a few years ago didn't like it.

Loving the web albums now. Organised all my photos with Picassa and uploaded to the cloud. All for free (so far) and all good. My photos are now backed up on my server (RAID5), 2 PC's and a removable hard disk.... As well as on Google's servers. I should be safe.

What is the maximum individual file size before it eats into my allowance?

If you upload to Picasa via Google+, you essentially have unlimited storage as it doesn't decrease from your account. And they don't have to be public either, they can still be private.

I haven't touched my storage yet. I am uploading at the highest res too. It doesn't count until you upload files over a certain size, I am not sure what that size is though.... Maybe 10 mb. Too lazy to google. :)

One thing i noticed was that i had gained more storage in picasa after I had Google+ for around a month. Before I had Google+, the only way to upload was via picasa. so once they brought in the file size rule, that must've freed up some space.

Is this for any resolution?

I just paid for 20TB, costs me £3 for the year. And All my photos are under 20TB. I presume by November 2012 the Cloud will have taken off and storage will be cheaper.... Google music and the like will have launched.
