it is. They used the confederation cup to test the new rule but it sucks. There were situations where a player wasted his energy running 20 meter and as soon as he got they called offside.
All they needed to do was clarify the situation where a player runs back into an onside position....I can't be bothered with the long explanation but basically what Ruud & Henry were doing to the detriment of a lot of teams in the Premiership.
I noticed it at confederation cup too, Adriano ran like he's motherfucking life depended on it and he was all alone almost infront off goal with all the defenders far behind and as soon as he touched the ball, the assistant referee raised the flag for offside
