Is this offensive to immigrants?

Montreal — A rural Quebec town has taken the unusual step of formally declaring that it is forbidden to stone women in public — part of a list of “norms” that it says is aimed at potential immigrants.

Herouxville, about 165 kilometres northeast of Montreal, passed a document at a town council meeting this month that outlines what it considers to be its official behavioural norms.

The document, sent to both the provincial and federal governments, states that “a woman can. . . drive a car, sign cheques, dance, decide on her own.”

However, covering one's face other than on Halloween, burning women alive or burning them with acid is not considered acceptable.

The document also points out to potential immigrants that Quebecers are used to receiving medical services from members of the opposite sex and that boy and girls often swim in the same pool.

“Don't be surprised,” the document reads. “For us, it's normal.”

Andre Drouin, who spearheaded the move to list norms, said the document was a response to what some perceive to be excessive accommodation newcomers to the province receive.

“We have to ensure that people who come here want to live like us,” Mr. Drouin told Montreal's La Presse newspaper. “The Muslims that want to impose Shariah (law), if they realized that here we don't stone women, they would never have come.”

Debate has raged in Quebec in recent week about what is considered reasonable accommodation of racial, ethnic and religious minorities.

Herouxville does not currently have any immigrants among its population of 1,300.

But Mr. Drouin said that could change given the Quebec government's policy of encouraging newcomers to the province to settle outside urban centres.

I wish our government had done something like this. The number of times I've had to stop a young Muslim immigrant and say "Hey, don't throw acid at that woman! We don't do that kind of thing over here."

I live in Quebec and theres a lot more to that than just that law they passed...

A few weeks ago, there was a survey that stated that about 70% openly admit that they are racist (carmy and davy correct me for the exact number please)

And that started a big time debate about the rights of immigrants in Quebec, if Quebecers are open to new cultures, etc.

75% of Immigrants in Quebec said that the quebecers are too tolerant to immigrants...

but I would just like to say that Rural Quebec, IN SOME PLACES, is about the same type of intellectual ability as rural Kansas.

As an immigrant in Quebec, I am not offended by this, but I find it really immature.

Ok, I will make this one point and leave it at that;

However, covering one's face other than on Halloween is not considered acceptable
I strongly agree with this because;
Covering ones face is a danger to public safety, in whatever form. I make note of a Cop killer right here in britain, he was on trial for her murder but managed to escape back to his home country disguised as his sister. He wore a veil, because it would be considered racist to ask to remove the veil, he got away and will probly never serve any form of sentence for his crime.

So for example, wearing a scarf in winter to cover your face is a danger to public safety? because if you take what is in that letter seriously, that would be wrong or immoral. i see what you're saying, but i wouldn't think that covering one's face, even in winter, would really be a danger to the public.

Well, with statements such as these being recorded in Birmingham's Green Lane mosque by a Channel Four reporter with a hidden camera a few weeks ago, I'd say this rural Quebec town might be making a pretty good point, even if they didn't realize it and were just trying to keep Muslims away:

“Allah has created the woman – even if she gets a Ph.D. – deficient. Her intellect is incomplete, deficient. She may be suffering from hormones that will make her emotional. It takes two witnesses of a woman to equal the one witness of the man.”

“By the age of ten, it becomes an obligation on us to force her to wear hijab, and if she doesn’t wear hijab, we hit her.”

“Men are in charge of women. Wherever he goes she should follow him, and she shouldn’t be allowed leave the house without his permission.”

“You have to live like a state within a state until you take over.”

“Muslims shouldn’t be satisfied with living in other than the total Islamic state.”

With beliefs like these floating around the Muslim community, maybe a sarcastic reminder does need to be made about how things work in the West.

I don't think it was 70%, but it was near that mark. I agree that people here (mostly frenchies) are very racist or discriminatory against other ethnicities. Hell, I was even called a dirty immigrant once.

A lot of French Canadians (and I'd say most) say they are waaay too tolerant, and to an extreme I agree. When you have those Sikhs walking around with a dagger in school because it's their religion, I wouldn't allow it, because a weapon is a weapon, but a lot of Quebecois overreact with the most minimal thing though.

This was ALLEGED to have happned!
As it transpires, there's no proof of it ever happening.
