The Gunners have been keeping tabs on the Cannes youngster for some time after he impressed in a youth tournament last summer.
Highbury boss Arsene Wenger has used his wide-ranging contacts in France to tie up a deal for Parisio.
The 16-year-old was available on a free transfer as he had not signed a professional contract at Cannes.
However, Arsenal have decided to pay a compensation fee to the French side as a gesture of goodwill.
Parisio has come through the ranks at Cannes' highly-rated academy and is tipped for a big future in the game.
