The argument is that he won't have the passion that an English manager would have.
If there was an English manager with Champion's League experience doing a good job with a big club, I'd agree that he should get the job above a foreign manager. There's not, so it's the FA's job to get the best manager they can.
I think Big Phil would make a great England manager. Ideally, as said somewhere above, I'd give the job to an Englishmen with experience and a great high profile manaerial record. But none of the current English candidates have that. Passion counts for nothing if you're useless.
